34 certification items in the field of foreign trade have been cancelled

The Ministry of Commerce announced in March that it had cancelled 19 certification matters set by regulations and 15 certification matters set by normative documents. In order to prevent enterprises from still providing cancelled certificates, we hereby give a detailed notice on relevant matters. The export related parts include:

Under the registration of foreign trade operators. When a foreign trade operator applies for registration with the Ministry of Commerce or an institution entrusted by the Ministry of Commerce, he shall not submit any notarial certificate of property or capital credit certificate. Article 5, paragraph 3, item 3, item 5 of the measures for the record and registration of foreign trade operators shall be suspended at the same time.

Under the examination and approval of import and export license. When a foreign trade operator applies for an export license of the people's Republic of China (hereinafter referred to as the export license) to the Ministry of Commerce or an institution entrusted by the Ministry of Commerce, it will no longer submit the certificate of participation abroad. The relevant provisions of the second paragraph of the first paragraph of Article 25 of the measures for the administration of goods export licenses shall be suspended at the same time.

Under the examination and approval of import and export license. When applying for an import license or an export license, the foreign trade operator's registration form shall not be submitted.

Under the item of qualification of import and export state trade operation. When applying for the qualification of import and export of state-owned trade or the allowed volume of import and export of non-state-owned trade, the following supporting documents shall not be submitted: registration form of foreign trade operators; written examination or certification of compliance with national laws and regulations; certificate of crude oil import performance; certificate of production in recent three years.

Under the item of quota examination and approval of goods restricted in import and export. The application for export quotas shall not be submitted to the foreign trade operators for registration. Among them, those who apply for export quota (live pig supply to Hong Kong) will no longer submit certificates such as the qualification of registered breeding farm for live pig supply to Hong Kong, and the annual average export supply performance of live pig supply to Hong Kong for three consecutive years is more than 6000; those who apply for export bidding quota will no longer submit qualification certificates of bidding enterprises.

Cancel the certificate of operation status and production capacity of processing trade enterprises, adjust the information form filled in by processing trade enterprises independently, and make a true and effective commitment.
